Code Development Committee

Scope
The scope of the Code Development Committee shall include the Florida Building Code,
and the ICC International Codes.
Purpose
The purpose of the Committee is to review the codes and recommended appropriate code change proposals, draft model guidelines for permitting, inspection and plan review of specific type projects and recommend the guidelines and proposals to the Board of Directors that will improve the consistency and enforceability of the Code, and enhance the health, safety and welfare of the citizens of Florida.
Objectives
The Committee shall strive to accomplish those objectives established by the President and/or Chairperson that are approved by the Board of Directors. During the 2010/2011 term, those objectives are as follows:
- 1. Review, prepare and submit code change proposals to the Florida Building Code that will make it more consistent with and facilitate continue the transition to the International Codes.
- 2. Review, prepare and submit code change proposals to the ICC Model Codes that will make them more consistent with the Florida Building Codes.
- 3. Provide oversight for the Formal and Informal Interpretation Committee
- 4. Develop a proposal that will ensure that the Association’s code change proposals are specifically presented, explained and defended at all committee meetings and public hearings, which should include a selection of spokespersons, funding for travel, etc.
- 5. Review and prepare position statements/interpretations on unclear and/or conflicting code issues for statewide consideration that improve consistency of enforcement.
- 6. Prepare draft model guidelines for permitting, plan review and inspection.
Members
There shall be a minimum of 4 members who shall be appointed by the President from various geographical regions of the State, whenever possible. The President shall serve as an ad-hoc member. The President shall appoint a Chairperson from amongst the Committee before the Board of Directors. The Committee shall also elect a Vice-Chairperson who shall serve in the same capacity in the absence of the Chairperson.
Voting
Each member shall have the right to cast one vote on any decision made by the Committee. The Committee may ballot their vote by telephone, mail or email at the discretion of the Chairman. A quorum is established with 3 members casting their vote and a simple majority shall determine the will of the Committee.
Conflict of Interest:
A committee member shall withdraw from and take no part in those matters with which the committee member has an undisclosed financial, business or property interest. The committee member shall not participate in any committee discussion on the matter or any committee vote. Violation thereof shall result in the immediate removal of the committee member from the committee. A committee member who is a proponent of a proposal shall not participate in any committee discussion on the matter or any committee vote. They may give a presentation and be available to answer questions on the code change proposal.
Procedure
Robert’s Rules of Order shall govern the conduct and proceedings of the Committee.
