BOAF MUTUAL AID COMMITTEE

Scope

The scope of the Mutual Aid Committee shall include the “Memorandum of Understanding” between BOAF and the State of Florida and “The Building Official Guide: A Disaster Mitigation and Response Plan for the Building Official”.  

Purpose

The purpose of the Committee is to develop all necessary policies, procedures, and strategies to improve and enhance the ability of the Association to assist its members during times of need, such as floods, hurricanes, tornadoes, etc.

Objectives

The Committee shall strive to accomplish those objectives established by the President and/or Chairperson that are endorsed by the Board of Directors. During the 2010/2011 term, those objectives are as follows:

•  Review, revise and update the “Memorandum of Understanding” by and between The Florida Division of Emergency Management and BOAF in order to maintain a current signed agreement for a Statewide Mutual Aid Agreement.
•  Review, revise and update the “Building Official’s Guide: A Disaster Mitigation and Response Plan for the Building Official.
•   Review and update the disaster mitigation education program and present an up to date program and guidelines at least once a year, preferably during      the Annual Educational Conference in June 2011.
•  Update and maintain a mutual aid assistance pool and review internal communication network.

Members

The Committee shall consist of the Directors from each Chapter and up to 4 additional active members appointed by the President. The President shall appoint a Chairperson from amongst the group who shall preside over the deliberations of the Committee and represent the Committee before the Board of Directors. The Committee shall also appoint a Vice-Chairperson who shall serve in the same capacity in the absence of the Chairperson.

 Voting

 Each member shall have the right to cast one vote on any decision made by the Committee. The Committee may ballot their vote by telephone, mail or email at the discretion of the Chairperson. A quorum is established with 3 members casting their vote and a simple majority shall determine the will of the Committee.

 Procedure

 Basic Robert’s Rules of Order shall govern the conduct and proceedings of the Committee
