Legislative Committee

2010/2011
Scope
The scope of the Legislative Committee shall include the laws and rules of the local, state and federal government.
Purpose
The purpose of the Committee is to review the current laws and rules, and any proposed amendments to the same and recommend appropriate actions to the Board of Directors that will further serve and protect the health, safety and welfare of the citizens of Florida as well as improve and enhance the building codes enforcement profession and the Association.
Objectives
The Committee shall strive to accomplish those objectives established by the President and/or Chairperson that are endorsed by the Board of Directors. During the 2010/2011 term, those objectives are as follows:
- Review and prepare positions on any proposed legislation presented to the next state legislative session, which have either a detrimental or beneficial impact on the administration and enforcement of the building codes and/or the building code enforcement profession.
- Prepare and submit proposals to change the laws and rules that govern building safety and the building code enforcement profession, as well as those that have jurisdiction over the Building Code Administrators and Inspectors Board, Florida Building Commission and any other board that affects our profession.
- Develop a policy that will ensure that the Association’s proposals and position on legislative changes are specifically presented, explained and defended at any committee meeting or public hearing. The policy should include a method of selecting spokespersons, funding for travel, etc.
- Develop a strategy and procedure for informing and mobilizing the Board of Directors and the Membership to call for action, i.e. fax networks, letter-phone-email campaigns, etc.
- Develop positions and/or proposals that foster and enhance the basic interest and principles of the Association.
Members
There shall be a minimum of 4 members who shall be appointed by the President from various geographical regions of the State, whenever possible. The President shall serve as an ad-hoc member. The President shall appoint a Chairperson from amongst the group who shall preside over the deliberations of the committee and represent the Committee before the Board of Directors. The Committee shall also elect a Vice-Chairperson who shall serve in the same capacity in the absence of the Chairperson.
Voting
Each member shall have the right to cast one vote on any decision made by the Committee. The Committee may ballot their vote by telephone, mail or email at the discretion of the Chairperson. A quorum is established with 3 members casting their vote and a simple majority shall determine the will of the Committee.
Procedure
Basic Robert’s Rules of Order shall govern the conduct and proceedings of the Committee.
